Idle rpm's etc
So today I went in my car and started it because its been sitting in my driveway for the past 3 weeks because
1. no license
2. still havent got my title so I can register for my license tag
3. the front end is in pieces because I am rewiring and changing out the headlights
But anyways, I noticed when I rev'd it in neutral to about 2k rpm's it drops to ALMOST 100-200k-ish rpm's and starts to stutter a bit then catches up to my normal idle rpm's
another thing is when I use my power windows or something like that my rpm's drop and the car slightly stutters
is this normal?

I tried searching but I couldn't find any information, if you could redirect me to a good explaination thread then i'll greatly appreciate it.
Mine does the same at idle; it rests at the normal 800 rpm's, but when I roll the windows up/down or the sunroof, the idle drops and slightly stutters. I don't have any info to help, just letting you know you're not alone. The only thing I can guess is due to my battery ground wires that are stripped and unraveling.
