p28 chipped ecu

car has been running really rich and does not have low end torque until it hits vtec then sputters and goes have been messing with cam gears and when I advance the cams I can get a little more power at high end but I can get it to run like it should.

is showing code 14 engine code which is the idle control valve
any help any sugestions

i know this is old but is it tuned?
