GSR problem - a wire coming from under the dash to the ignition fuse under the dashboard...

GSR problem - a wire coming from under the dash to the ignition fuse under the dashboard...
Currently the wire is wrapped to one the ignition fuse connections and the fuse is inserted into the fuse box.
If I remove the wire, the car dies instantly.
The car starts fine if the wire is left in.
Any have any ideas what the wire is to and why it is there?
