Turbo and it will be faster. Also, loose the 17's.

get some 16" rims. 17's kill gas mileage/acceleration (not too much but enough to notice). if you want cheap and somewhat reliable power, 75 shot of nitrous will do. otherwise, turbo it.
D16 motors respond well to turbo from what i hear. as for reliability, you might be pushin it a little unless you run rediculously low psi. If it were me i would purchase a super-charger kit for it. there have been people that reliably run a supercharger kit at 6psi with IHE and tunning at 230-250 WHP. And anyone will tell you that a SC is more reliable than a Turbo on any day of the week.

are you retarded? because turbocharging and supercharging are the same thing, niether is more reliable.
i doubt a d series with a supercharger at 6psi can make 230whp. a turbo d series can only push about 180whp at 8 psi.

Turbo or Swap, pick one, turbo's cheaper and can give you more power. Swap's harder, more expensive, and won't give you as much...but it'll raise your limitations.
