Default 90-91 cluster upgrade in my ed cx not reading proper?

Hey thank you for looking. Here is my problem i installed the cluster and everything works great upgraded from a cx cluster. No i have a problem the speedometer seems to be 20 km/h slower then what i am acctually doing. the needle does not sit at 0 while the car is off as my cx cluster did. Is this cluster useless or can i fit it. Is it just becasue it is a si cluster and it is not reding my speed correct? Any help would be greatly appriacted. As i said everything else works. I had a buddie drive beside me on the highway and when he told me he was doing 100km/h my cluster showed i was doing 80 km/h is there a way to solve this problem or back to my old crappy cx cluster with no tach?

Thank you for your help.
