Lately everytime i throw it into neutral after the car ( b16 crx) is warm the idle will drop to almost nothing and climb again up to around 1k and then drop again. I checked and found that my upper radiator hose was leaking, is this the problem do u think?

 

Sounds like air is getting into your cooling system causing your idle to fluctuate. Get a new upper rad hose, bleed the cooling system and you should be set.
