safe to boost 6 lbs on, itb's are ment for na (unless you make a custom mani.) if your going boost, just go aftermarket.
1 lb of boost can be terribly unsafe. All boost is unsafe unless you get it tuned well. I've seen poorly tuned turbos blow civics up at 6 lbs.

If you enjoy trying to find a mechanic/tuner who's willing to spend countless hours tuning the damn thing correctly.

I don't like buying previously modified cars. Anything more than stock it has most likely been run hard and/or raced. So unless you know the guy, I suggest you just keep looking.
Edit: I would especially steer clear of a swapped car.

That's a very nice little car. THat ITB setup looks pretty good. They all share a common vacum source so the stock ECU would be fine since the stock map can still function normaly.
the ITB's are tuned for the car already... but im just wondering about the custom shroud i have to make to cover the top of the ITB's to get the charge pipes to go on....

You can get a plenum made to fit around the throttle bodies or - if they're a particular brand - you may be able to contact the manufacturer and ask if they have and prefabricated units in stock.
1.) Yes, you absolutely CAN use ITBs and forced induction. Tony the Tiger - one of the best tuners on this site - has a 12.5:1 compression, ITB turbocharged GSR. The thing is ******* NUTS, but it stays together only because of the quality of the tune.
2.) in the long run, although it's doable, the ITBs are going to make your turbo dreams more complicated and far more expensive. I'd get an aftermarket intake manifold and bore-matched throttle body after selling the ITBs for a massive profit
3.) ITBs are safe to use with anything, they're just difficult to tune. I know your original question was about that, so I decided to address it. They simply allow air into your engine through different pathways while atomizing fuel more completely (if injector placement is good), and thus are very unlikely to harm anything so long as they're tuned correctly.
Any more questions?

TWM Induction makes an air box to go over their ITB's. You would need something like that to run FI and ITB's.
