Default Quality obd2 scan tool

I'm about to get a scan tool because my girl's car won't rev past 4k and it's throwing a code.

I was looking @ NAPA ( since i have a 10% discount ) and they have one for $180. Should I be looking elsewhere for that price, or are all OBDII scan tools pretty much the same?

i think you can get a scan tool for under $100 anymore. so far as i know, all the cheap scan tools just read codes.
