Default OBD connector not reading

So i went to get my first inspection on my new motor (jdm b18c swap) and they could not connect to my ecu through the obdII port. I searched and read here https://honda-tech.com/zerothread?id=1488796 that someone said that jdm ecus cannot be read through the obd port, is that true? My mechanic said that after the swap was done he used the port to check some codes it was throwing, why wont it work now??

typical scan tools will not care if the ECU is JDM or USDM.
Some state's scanners will care.
Pick up a USDM version of your ECU for a week and run the car normally to clear the condition ready counters. Then take the test, pass and switch back to the JDM ECU.

Are you sure the ECU isn't OBD1? (common with swaps) No way will OBD1 ECUs communicate with a code scanner like an OBD2 ECU.

Yeah, im pretty sure its a obdII ecu. Its the same size as my old obdII ecu. OBDI ecus are really long right?

I don't think any scan tool will communicate with a JDM OBD 2 ecu, doesn't japan have different communication protocols.

there are short case (JDM) OBD1 ECUs but they will not plug into OBD2 plugs.

I have yet to see a solid pattern to this, I've seen some JDM ECUs communicate and some not. All though it seems to mainly depend on the year of the ECU, but not always.
you can read a ton about it on http://www.obdii.com
