Default Engine for 85 crx?

My crx can't pass smog because the piston rings in cylinder 1 are wearing down because of that, the idle is set at 2000 rpm and I have to keep the AC on so the engine can keep running. My question is will it be cheaper to replace the rings in all 4 cylinders or to purchase a engine? I'm in the market for a zc but I need info. thanks for help
