trouble with bolts that go into front LCA (92-95 Civic)

Anyways we are just trying to put back the stock shocks/spring assembly in, its all gravy till the part where it comes to attaching the fork to the LCA, I can put the bolt in about 1/2 way into the LCA, but it will not go in the other way. On the driver side we did this and then were able to hammer the rest of it in and it went in smooth.
So now I am wondering - what are some suggestions for doing this? Starting to **** me off

Make sure everything is lined up correctly. I use a floor jack to lift the LCA a little so it lines up better. You can also try putting a wrench or screwdriver betweel the Fork and another piece of the LCA to fudge it into place. Look in the hole and see where the bolt is lining up. then adjust the fork as needed. Also try spining the bolt as you hammer it in. I coated everything with anti-seize so all the bolts did not bind up.
also try sliding the bolt through the LCA without the fork.
