yes, they're different and no, usdm 96-98 civics never came with lips except the 99-00 si's and the jdm 96+ civics

96-98
99-00

ex never had a lip only si

99 + had air vents/dams in the front bumpers

98 front bumpers don't come with airdams

Actually, Honda offered a Optional front lip on 96-98 civics, which was similar to the Sir lip in japan

This is a 99-00 front end... has CTR headlights and an aftermarket lip, but look at the bumper disign itself...

This is a 96-98 front end... (Gambits car)

Also has an aftermarket lip and CTRs, but you can easily see the difference in the front bumper design...

EDIT: Someone beat me to it...

duck your so wrong, the only way to pull off the 96-98 front end is to do sir bumpers all the way around, other than that their gay. 99-00 has so much more potential

Yeah. You definitely must do SiR bumpers on a 96-98 EK.

Default Re: pic request 98 front end vs. 99 front end (JDM knowledge)

The reason I prefer the 99-00 is only because it is more sharp, clean and refined looking. Its like they took the 96-98 design and made it more pimp. The 96-98 looks soooo sloppy and pieced together sometimes... (Emphasis on SOMETIMES )

Stock for stock, the 99-00 CTR front end takes the cake no doubt.

The only reason we here in the US are sooo excited about SiR bumpers, is becaue they are JDm tyTe and they are not on every Civic we see. Most civics here dont have them, but in Europe and Japan, those things are stock and as common as anything else, they lost their *luster* to me real quick. Anymore, since they have been done over, and over, and OVER again, hatches with SiR bumpers to me are like lookng at a stock EM1.... Nice, certainly cool, but over done like every other Honda trend...

Damn, I just depressed myself... Time to come up with a new idea for my hatch LoL!

not hating, these are just MY opinions...
