Default ignition 18 degrees btdc

just making sure ignition timing btdc is supposed to be measured off the cam or the crank im thinking it should be the crank because the crank spins twice as fast right i need to know because i dont have an upper timing cover and just made my own marks and right now i have it 18 off the cam

also the ignition doesnt start to advance by 1100 rpm because my car doesnt idle lower than that
