Does it click when you turn the key to start or run?

Try starter fluid, not propane!

That's probably your fuel pump priming.
Whenever a car won't start check 3 main things first. Fuel, Spark, and Timing.
Make sure all four spark plugs are firing, make sure they are getting fuel, and if both of those are right, make sure the rotor and timing is right.
When my distributor bearings went bad they melted the rotor causing it to be out of whack with the timing. I had fuel, I had spark, but the two were not happening at the same time cause the timing was way off.

not to be post stealer but i'm having th same problem 90 hb with b16 swap and pr3 ecu. i'm throwing a code 5 and i'm not getting spark. does anybody have any ideas or other things to look for?????? TIA
#1 check spark
stick i philips head screw driver in the spark plug end of the spark plug wire either one doesent mater. ground the screw driver to the head while in the plug then crank the motor if you have spark then good try all other cylinders and your good there. and if no spark either look into a new distributor or srat testing and replacing distributor parts one by one or swap them out with your old obd-0 distributor.
#2 check fuel
the main relay should click once the key is put into the on position on the ignition. normaly you will here a hmmmmmmmm and that is the fuel pump building pressure in the fuel line and fuel rail for start up. if you really want to know if its working or not just have afriend sit right infront of the driverside whell with his head undernieth the car. turn the ket to on and if he hears no hmmm then your fuel pump aint getting power or is out. most likly just a bad main relay. another way for quik check it just remove the fuel rail with injectors attached aplly pressure from the injectors to the fuel rail and have a friend turn the motor over a few tmes and check for each injector to fire fuel out.
#check timing
when i first bought my b16 i guess the timing was off by at least 180 degrees at the crank. so mine was horrible check the timing marks on the block and crank pully then once those are lined up check the cam gears for the arrows on the gears to be pointing stait up and the lines on the gear to be parrallel with the head. also some people put the dizzy in backwards somtimes so check that also.

as i already stated above i already know thats i'm not getting spark so i dont need to know how to test that. I am gettng fuel to the motor. i want to know why i'm not getting spark and why a code 5 is blinking on the ecu and what i can look for to fix it.
if your engine turns over its not your battery which leaves you with either spark or fuel.. check your dizzy and your fuel like he just said....
And to the OP
The clicking you hear is that when you try to turn the car over or is that when you put it in the on position? If it is when you are trying to start the car and it is continuosly clicking its coming from your starter so you most likely should check your battery and terminals make sure they are not loose.
Now if its a single click when you put it into on position, all it is, is the fuel pump priming which is perfectly normal and you should be glad to hear it priming

BUT DO YOU HAVE FUEL AND SPARK!!!!
Ill explain::::
Your car runs on fire, there are three things that fire needs to burn, spark, fuel and air, if you do not have all 3 of them then you have no fire then you have no running engine....
