No. A '98 EX Sedan can take 205/45-16 or 215/45-16.
The pre-'96 Civic (and '96 DX and hatchbacks) had smaller tires from the factory - 175/70-13 on most models - so 205/40-16 is the best for those.
The '97-00 Civic (and all other '96) had larger tires - 185/65-14 on most models - so 205/45-16 and 215/45-16 are the best for those.
The '01 and later Civic has even larger tires.

thanks for the help, one more question, would that info stay the same with my coilovers? i will rockn' GC/bilstein, probably at a 1.5 - 2" drop

Yes, but I would stick with the 205/45-16, rather than the 215/45-16.

It's not a photo - maybe someone can provide that - but it will be 1.6 inches less sidewall than on the stock 175/70-13 tires on 13" wheels. (The sidewall heights calculate to be 4.82 and 3.23 inches, before taking into account the deflection of the tire by the pavement.)
