Default Which ECU??

alright my friend has a 94 honda prelude, he did an engine swap and for awhile he was using his p12 ecu.. that came stock with the h23.. but wen i was driving it i told him that his vtec is barely working because he has the wrong ecu for the motor.. so after days of looking for the ecu in his house.. his mom tells us that it is in her room and she gives it too us without much grief.. but we put it in and his engine seems alot more powerful but not smooth.. now when he starts from low rpms.. his engine kind of bogs or... its not just smooth.. im telling him to just get like a chipped ecu and get it tuned.. and it will be smoother than ever.. so which ecu should he get and what kind of chip i dont think hes gonna boost it so that dont matter i was thinking maybe a chipped p16 crome ecu.. but id like to hear other peoples opinions..

Either a p28 or p72 depending how much you wanna spend, what features you care about and what your gonna tune with.
