Yeah, they're illegal.
The headlights and bumper are not DOT approved. Just looking at the JDM bumper support vs. the USDM bumper support shows how different the standards are in Japan.
However, you probably wont get hassled for it. But if you do get busted, there isnt much recourse...the front end will have to come off.

There was a write up a couple years back about keeping the USDM bumper support with the jdm front end.

For me personally I would probably only use the JDM rebar if I was living in Japan or other countries where other cars on the road/track have this structural "deficiency."
Don't tell me it doesn't do anything either - despite driving head on into a trailer hitch and totalling his car, the rebar absorbed enough of the impact to prevent severe damage to my friend and more importantly in his own words "MY MOTOORRRR!!!!"
Otherwise, maybe I would use it for a solo 1/time attack car. I can only blame myself for driving into a wall or going off track

not legal as far as dot( lights) are concerened,
but, i do believe they lowered the front impact standards to 2.5 mph (down from 5/10mph)
but i don't know if this is retro active to older cars.
