Scam alert: Hopefully someone knows this guy and can help me get my money back.

Anyone know or dealt with this guy or place? He's a seller on ebay with the name smoothlinez. I have been trying to get my money back for over 2 weeks now.
It's been over a month since this transaction has gone sour.
Hopefully this guy isn't trying to scam me. I don't want to have to take legal actions.

He owe's me $2050.00. He claimed he would
