Default MOMO steering wheel - help me fix my horn!

I got a momo steering wheel and the horn button in it doesnt work. Theres two wires, and a spot for one of the two to plug into the horn button on the steering wheel. The other just hangs loose. Why? How do i make the horn work. Fuses are good.
