Default JDM B16A stops reving at 5500 rpm??????????????

I just swaped a jdm b16a motor in a 92' 4dr civic. It was stock with a D15B7 motor. but now it was a chiped P28 ecu that is set to run at 8500 rpm, 4500 vtec, 8100 check engine light for shift, and no knock sensor, no speed limiter, also has after market clutch,short shifter, intake, and it sounds like the vtec is kicking in at 3200 rpm and its only going up to 5500 rpms brfore it cuts out. The motor is good because i have raced and won against a gsr integra, 99 civic si, and only lost by a small car length to a s2000 w/mods, so what could be causing the motor to stop reving after 5500?

full throttle shift is broken. set the numbers for full throttleshift at like 9500 or some **** above your revlimiter

After checking with my friend we think that either the fuel or the eletrical spark is shuting out at 5500rpm so the guy that did my swap is buing a new distributer and i've tried the stock p30 ecu, so?
