I have a 2000 civic ex, nothing special, that is idling low randomly. It will at stop lights some times, and this occurs more frequently when im low on fuel, below 1/4 tank. Looked into the IACV being dirty or not sealing but that is normally a high idle speed, while this is down in the 50 - 100 rpm range.

Any help or recommendations would be great.

Check your tps sensor.
