Default 2000 civic ECM problem

Newbie here. Hope I'm doing this right. My 2000 Civic (5 spd) has given me two cel codes: P0113 (Intake air temp high output) and P1607 (ECM internal circuit failure A). I have figured out that the P0113 was my wiring, but need a little help with the P1607. Does P1607 show up only when the ECM is shot? The car is running VERY rough, to the point of stalling at times. It guzzles gas and idles so low I can barely hear it. I've heard the ECM goes to a certain "state" when it is bad, allowing the car to still run. This would be my first guess. Or, does P1607 show up any time something is bad that connects to it (my air intake temp sensor). Any help would be greatly appreciated. Thanx.

How does the saying go? Newbies always finish last? Must have been a really dumb question. Sorry for wasting your time fellas.
