Fixing my rust soon

Im about to start fixing the rust on my crx 1/4's soon. I plan to go cut out patch panel out of a junkyard car. ok i need some tips, when im ready to weld in the patch panel what should i do to prep the panel? after everything is welded in what should to prevent more rust?
I plan to use por15, how exaclty does it work? after i grind down all the welds do i apply it and spread filler over it, smooth things out and primer?
if someone could give me step by step, that would be great

i was told by my friends dad who does alot of body work, that the primer keeps the rust out, you could prolly get some rustoleum primer or something like that.
but its that bad you need to cut it out? i just used a dremel and got rid of it and bondo'd it, and if it was an actual hole the bondo comes with little metal sheets that stick to the area for you to bondo onto

Por15 is rust proof primer. Works like wonders.

Right there is a bad idea. junkyard cars usually arn't in the best of shape. Every crx i've seen in a yard or even on the street has the slightest bit of rust. better off getting an aftermarket piece that is brand new and has NO rust. this place supposedly sells rear qusters. Whoa check out that website. $50 for a rear 1/4 wheel well liner? FTW! And yes POR-15 kicks *** you just have to make sure you get it EVERYWHERE you don't want rust. How does it work? expletive if I know, read the directions before you use it!

That's because you're from PA. There are actually rust free 1/4's on CRXs out here on the salt-free west coast.
