Why is my motors compression so low?

Default Why is my motors compression so low?

Recently I bought a car to fix and sell its a 1990 Hatch with a JDM D15B. But it didnt run, well I was going through the usual checks, and everything is fine except compression. Its at around 25psi per cylinder give or take 5psi, I checked the camshaft timing and its fine, so I figured maybe the valves were bent or rings were shot. So since I didnt have anything to do today I pulled the head to take a look. The cylinders look fine I can still see the hone marks, and the valves look fine. What else could cause the compression to be that low?
