Two Quick Questions
first, are the top hats in the front of a 2000 civic the same on both sides? like i can use the left top hat on the right side and vice versia?
second, how do you assemble the top hat? there are two rubber bushings one on top and one of bottom and one of those has a metal tube in the middle.
so which one goes on top/bottom and which one is the tube supposed to go through?

first, yes theyre the same.
second, the top and bottom bushings are the same too. the sleeve just ends up sticking to one or the other. its a separate piece. you put the sleeve in the middle and the two bushings sandwich each other like a hamburger with two sesame seed buns.

but the two bushings are diff shapes or that doesnt matter at all anyways?
