Default car dies : fuel pump or faulty guage?

My sister is having problems with her 92 ls. She says after half a tank it starts to cut out at lights or idle, and under 1/4 tank it really dies and wont start again.

I havent had a chance to check the car out yet, but do you guys think its a faulty fuel pump, or maybe her cluster is messed up and when it shows 1/4 tank its really below "E"?

Also, is the fuel pump reachable from under the rear seat in the 92+?

well how many miles has she traveled? If the fuel gauge doesn't seem to be working use the trip odometer as a gage.
