Default gsr swap-civic coupe issuses.

we just did a obd1 gsr swap w/lsd in my buddies 94 ex coupe. the motor had the jdm harness on it. the plugs on the harness were opposite obviously because of the right hand drive. so we used his stock d16z6 wiring harness and wired in the knock sensor...no cel codes showing to get one question out of the way. the problem is that when you push the pedal to the floor the car falls on its face after vtec kicks in, it sounds like its going but it barely moves. heres what weve tried replacing...
spark plugs and wires
coil
swapping tps w/ the map sen. plugs
checked vacuum hoses
grounds
compression
swapped p72 for p28, no difference.
pulled fuel pump..ok
changed fuel filter
checked the timing and its dead on.
the car idles fine but while normal driving it has a slight surge
it also hits fuel cutoff around 7200 when it should be running up to 8200
we didnt check the fuel injectors to see if maybe one of the injectors arent spraying sufficiently and its using an assload of fuel.
if anybody has any ideas please help!

did you wire up the sensor for the iab's (intake air butterfly's) if not you should this could be whats wrong!

we wired in the iab solenoid and its still doin the same thing. we changed the fuel pump , changed out the dizzy. anymore ideas?

checked the codes and its now throwing code 20/eld.
