If you can actually feel vtec kicking in in a gsr you've got issues. ~4400 rpm is factory and it should hardly be noticable. The secondaries may not be closing, and therefore not opening, which is most noticable in a GSR.

IAB's are vaccuum operated, check the vaccuum lines, or maybe the whole unit.

i have a gsr in my 94 si.. i can hear the iab's.. then v tec pops a few rpms later.. but theres a highly noticable difference.. to me anyway.. if i was you..i would check ALL of your vacuum lines and make sure theres no cuts in any of the lines.. when i put mine in i pinched a line and it ran like poop till i found it... you can wire the iab's open.. check your vacuum lines then check the v tec cyl.. make sure theres no issues with that..

what ecu are u running? im hoping its a p72! not a p28..

good luck

if you find out what the issue is post it so others will know

you could just ditch the IAB's and buy an intake manifold and use a chipped ecu.

Vtec engages at 4400 on a gsr and the IAB's open at 4750, your crossover should be before the IAB's.

im running a p30 with my gsr and its single stage vtec and cracks at 5500. ive used both on the dyno and the p72 made more midrange power but the p30 made more power overall. ditch the intake man and use new ecu

we were having a simmilar problem but our vtec was there one run and not there the next and it turned out the screen in the vtec silinoid was clogged , so i would take off the silinoid and check that
