sounds like a short to ground. go to your tail light harness and check for continutiy on each indivual wire. Get your dvom and do a contiuity check on each wire. Turn the sound on the mulit-meter and watch for a spike. I use a fluke 88 it has a graph at the bottom. You will know which one has the short.
make sure you also using the correct amperage. Not higher then what its rated for because and this is my theroy those fuses have a certein amount of resistence.

actually iam doing this backwards sorry, check the headlight combonation switch. Turn the headlights on see if thats blowing the fuse. I known these for going bad.
If its not backtrack up to fuse 40 under the hood.
If the combo switch isn't bad you will then need to check for short to grounds on the tail light harness.

Take all of your light bulbs out, I'll bet you have a short in one of your sockets. Could be as simple as having an 1156 bulb in an 1157 socket. Make sure you have a single element bulb in a single element socket and double in a double etc. Anyway, take all the bulbs out and turn on the lights and see if that still blows your fuse. If it doesn't put one bulb in at a time until you either blow it or find where the bad bulb is.
Of course, you could also have a pinched wire near your headlights too.......

Could be a multitude of problems.... you modify anything under your dash recently? I had the same problem, it turned out to be a poorly soldered wire on my stereo harness

actually i did put a new radio in not to long ago and when i wired it up i wired it just like the old one was, and then when i would turn off my lights, the ATT would come on my cd player. but then again, i just wrecked my car and had to put new headlights in. like the whole houseing, so this is gonna be fun finding this problem
take a metal coat hanger wire and bend it in a U and stick it in were the fuse goes, then turn on the lights, when u see the smoke thats were ur problem is if u let go for to long u can hurt something. but about 30-40 secs just long enough to see the smoke. watch out when u pull the wire out of the fuse its probbly going to be hot. oo and call me stupid but it works!
well i checked the headlights, and the parking lights and the tail lights. and i re wired the radeo. and its still blowing fuses.
i did see my parking lights were toaching one another and it looked like the wires had gotten hot, but i cliped them and taped them off and its still blowing fuses. i dont know what else to check
