Well this is may sound sexist but if it was my girls car i would just just do some basic bolt-ons and suspension and rims. If she wants more, more power to her! that would be awsome. Just please no body kits! lip kit if any

cold air intake, headers and some exhaust work. get her some coilovers too.

she'll be happy and she'll think shes a racer! it should keep her out of your hair for a while.

take this opportunity to actually learn some **** so when she is ready to move up, you actually know something and dont have to come on here and beg for advice.

I have a '91 Si hatch.

Here's what you want to do. H&R Sport Springs and KYB GR2 struts. This will give the car a nice sporty ride while still being civilized, it'll drop it but not dump it to the ground. Next get an upper front strut tower bar like the Neuspeed bar. Stay away from the DC Sports style bars because they flex if you fart on them, which makes them pointless. Cool, now the car will handle nicely. Now you want to get Brembo blank rotors and Hawk HPS pads for the front from TireRack.com. Now the car will stop. Now, get an AEM or Injen intake, DC Sport 4-2-1 header (remember, there's only one header on an inline four cylinder motor), a Magnaflow OE replacement catalytic converter, and a CARB legal exhaust...I have the GReddy SP. Badda bing, badda boom, you've got a fun little car for abuot $3k.

Note that I listed specific brands for the intake, header, and exhaust (commonly called i/h/e) because you live in Cali and those are CARB legal brands. If you use brands that aren't CARB legal you stand a chance of a fix-it ticket which means swapping the stock parts back on, going to the pogey to have him approve it, and then swapping the aftermarket parts back on. Not at all difficult, just time consuming.

edit:
I didn't actually think about that $3k price before I posted. The i/h/e will run about $1k, the suspesion will be about $400, and the brakes around $180. So about $1600 if you do the work yourself. Which you should because it's not that difficult if you follow a repair manual.
