Default Who can answer wavy boost mysetery?

I'm using a Greddy 19T kit, 2.5" downpipe, slightly ported elbow to allow for better flow. Boost controller is an old Blitz dual SBC with the smaller single solenoid. I've got the gain all the way at 0 to prevent spiking. Boosting about 9psi. Here is the problem... Boost will shoot up to 9 or 10psi, then it levels off to 5 or so, then shoots back up to 9-10, then levels off, etc. Its VERY annoying. I think its worked right three times that I have seen. Been running this setup for a while at 7psi with less of a wavy boost issue, but still a small issue. Any ideas?

Have you tried running just off the wastegate?

Yes, a while ago. It seemed to spike and then settle slightly. No wavy pattern like I have now. I'm begining to think the controller is failing somehow. Its not hitting the limiter in the controller either, so its not that feature.
