Default climate controls- blower working or not?

okay basically i bought a turd *** crx for like $400 a few months ago. it had no ac (dont know if it was removed or never in the car) and no climate controls. well that was fine, never needed them, until now it has been raining a lot lately and its hot and muggy outside, my windows constantly fog up. i have to keep wiping them with a rag, it sucks. so i wanted to try and get my climate controls working to help with this at least a little. plus winter time is coming up and i need heat soon.

so here is the deal, i went to the junkyard and got some ghetto climate controls that are broke in half but thats ok because i have lots of electrical tape. so it works for now. anyways i plugged them in and pretty much nothing happened, no blowing.

the lights all work on the climate controls.

if i push the different buttons, like outside/inside air, that door on top of the blower motor opens and closes. also when i click between defrost, and the different vent options, i can hear motors humming like stuff is opening and closing. also the heater core seems to work because when i pull the cables and push them in i get hot air and then not hot air, its very ambient and i can only feel it on my feet, hardly at all. so i think that works.

but hte "off-1-2-3-4" doesnt do ANYTHING. it doesnt blow at all in any of those. so would this be my blower motor or climate controls? i took a volt meter to that "resistor box" that plugs in on top of the blower motor and got 0volts in all 4 prongs on that at all 4 fan settings... so im thinking it could be wiring problem somewhere, or blown fuse or something? that 30A under the dash for heater motor or whatever is good, any other fuses to check?

thanks

can i plug a hotwire into that resistor on top of the blower motor, to see if it works then? then that would mean the wiring or climate controls themselves are bad right?

I don't see why you couldn't connect a hot wire, but what would be better is a test light see if power is coming out of the fan switch and getting to the blower motor resistor if so the it is probably the resistor, pull it out and see if the connection is broken on the resistor because that happened to mine too
