what causes a fuel tank to rust?

I bought an std shell for $200 and swaped in a b16, once i got it in i realized the fuel pump wasnt working and i dropped the tank. to my suprise i pulled out the pump and it was black and brown from rust and so was the inside of the tank. the fuel i drained came out yellow with rust residue in it.
this shell has been sitting for a few years think it could jsut be moisture buildup? the rust just seems too bad for it to be that though. just curious

yeah when the gas just sits it gets water inside, and you know what sitting water causes....There are additives to put in when letting a car sit,but some people dont know or dont care..
maybe you can just clean it out ,,then put in some fresh gas wit some seafoam and it will be ok...not sure
