Radio 12v constant only at 2 volts?
Blown fuse, probably a 7.5A in under hood fuse box.

I had a similar problem in my sol. The constant wire was only reading 3v with a brand new fuse.
Ended up running a new fused power lead from the fusebox. May or may not be the solution for you
