Default trouble setting cam gears to tdc

i just changed my timing belt and im having trouble setting my cam gears to tdc. if i wanna move it a couple teeth, the cam gear just goes back to it original spot. do i gotta take the cam gear off then set it tdc, or do i gotta align the cams key with the cam gear key...anyone know the procedure??

You need a friend to hold the cam fromturning while you install the belt, tension the belt and then turn the crankshaft two full revolutions and see if your timing marks all the way around are still aligned on the gears and on the engine block and heads.

use two 5 mm punches and put them through the cam plates and the cam shafts...itll lock them at exactly tdc
