Not true because I have a JDM h23a non-vtec, but there is a h23a vtec model (blue top).

The H23A1 was available in the 92-96 USDM Prelude SI. 160hp and 156tq. The JDM H23A VTEC was available in the Accord SiR wagon. 200hp and some high amount of tq (180 or something)

I don't understand it either, but I bought it as a short block and couldn't figure out why it wasn't the vtec model.

if you were able to do a compression test that might tell us soemthing about the pistons, if i could find some stock h23a1 compression numbers to compare them to..

i would also be very interested in the bottom end, if you pulled the oil pan off and were able to somehow measure the mains if you pulled a cap.

Alright check it out I found that there is a h23a non-vtec when talking with someone who really know his stuff and found a website:
http://www.jdmenginescorp.com/...age=3

Turns out it comes in the 96+ preludes in Japan, but the question is whether the block is a closed or open deck compared to the h23a1.

well it probably closed deck, they didn't go open deck until 97. it would be interesting to know all the specs on your motor..
