Default ERATIC TACH QUESTION

I have a 94 4 door ex and the tach when my car runs sits at about 1.5 most of the time it usually works ok when i just start the car but after driving for like five minutes it stays at 1.5 unless i get to 4 grand then it plays catch up and shoots right up to where the rpms are after that. then when i get off the gas right back to 1.5 grand anyone know what this problem could be?
