quick question: tach problem

quick question: tach problem
I just swapped in a d15b in my eg hatch and now with the car idling, the tach shows 0 rpm. Now i built this car from a shell, so i don't know the history of the gauge cluster (don't know if this was a previous problem). Now when I'm driving the tach is working, although probably not accurate. So I think its safe to say this isn't an electrical problem....right? Is there a way to adjust the tach? Any help would be greatly appreciated.

Hook anther tack up to see if it is in fact your cluster or not, otherwise you can hook up a scanner to see where your tach should read, pull off the needle and push it back on where it should be.
