Default Are all 94-01 Clusters the same?, 99 GSR With Full OBD1 swap, what cluster??

I bought a 99 GSR that was a theft recovery and the guy b4 me put a 94 GSR motor in the car and made it all OBD1 and it has a JDM Type R Cluster that isn't working right...Gas is at E at all times,Some times the Tach and speedo work but they jump around alot or work then jump then go back...Only thing that works right is the temp gauge...lol...B4 I go out and start buying new stuff I thought I would see if someone could help me out with how to go about this....

I was thinking a obd1 gsr cluster isn't the same as a obd2 one (The jdm one being obd2)
Some time back I recall seeing some thing about a green back and I think a blue one?...

Any help would be great...
