Air conditioning problem, clutch not engaging, no circulation.
This is on a 96 civic, When I turn AC on in the car, the light on the button comes on, and I THINK that that means there is a signal telling the compressor to do its job. When it is on, fan on full, it does not circulate refrigerant in the system. I can see the clutch is not moving, and is stationary. I can spin it with my hand, with VERY little resistance. The fan is known good, and the system holds refrigerant, but is not circulating from the high-low side, since the compressor isnt kicking on.
Where should I be checking for voltage?
EDIT: The fan is not kicking on either, on the condensor, and it is known good.

Well, I got out the multimeter last night, checked the voltage at every lead in the AC system. The fan was known good and was getting no signal, and nothing else was getting a signal. I swapped the condensor relay to no avail, and finally checked the fuse(I know, this should have been first, but things never seem to be that easy for me, so I overlooked it :-p)
Anyways, it was the fuse, and AC works now.
figured I would update this as it seems this problem has been experienced before according to a honda technician I know.
