how do i figure out whats wrong with my foglights?

i rewired my foglights b/c i put an EL gauge cluster in with the correct dashboard wiring harness and the fogs worked just fine and then all the sudden i turned them on one day (i could have sworn they came on b/c i was facing a fence) and i drove through a puddle of water (not deep and i wasnt going fast... ive hit larger puddles going faster...) and by the time i got to the other end of the parking lot they were no longer working.
heres how my friend rewired it for me: i told him i wanted to use the stock fog switch so he figured out which two wires coming out of the switch were the power/ground and ran them to the relay. then he figured out which wires on the relay were the right ones and cut them off the relay and soldered them to the other two wires. we used an Prelude ETM and he did it all b/c he's much better with wiring than i am.
now, using the little wiring knowledge that i have, i took the bumper off and used a multimeter on the foglight harness and it shows power going to it. so then i opend the foglight and it shows power going to the bulb. so i figured it was the bulbs and bought new ones... it wasnt the bulbs
so does anyone know what else i can do to fix my fogs? JDM headlights dont exactly put out a great amount of light and the fogs REALLY help see things at night

i put the positve multimeter on the back of the bulb and the neg on the ground spot inside the fog housing already...

what voltage?
you get power to and through the bulbs. If the bulb doesnt light current is taking the path of least resistance.....meaning its shorted to ground....bypassing the filament. Thats all I can think of.

meh.....electricity is a stupid thing.....I deal with it every day....be happy to take only your front bumper off and you didnt have some of the engineers that designed my **** do the lude.

battery to fuse: 12v
Fuse to Switch: 12v
Switch to Relay: 12v
Relay to Connection point between cabin and engine bay: 12v
Connection to Bulb: 12v
Bulb to Ground: 12v
Take off the bulb and measure resistance for me. Again for ***** and giggles Take a picture of what you are measuring too please

Yeah I can when I get back. I plan on making a trip down that way anyways....so I can always check it for you if you are as lazy as I think you are...110 days and counting till I am back stateside

anything else car related and im good to go
