Default 98 GSR and Spoon ECU

Okay I need some good info.
first I searched and found alot about spoon ECU's but not what I need to know.

1) No Spoon ECU is OBD2 right? All would be OBD1 cause they chip 'em right?

2) Is a spoon ECU worth it on a GSR with I/H/E and intake manifold?

Please dont rag on me it's for my friends GSR. (I got a EK) He really wants it but he thinks it will make a big difference, I say it will make a difference but not too much. I say OBD1 and hondata all the way. wut you guys think.

obd2 ecu's aren't chippable, so it has to be obd1. a non-tunable chip is a waste of money, since the program isn't specific to your setup. get a obd1 ecu, socket/chip it, and dyno tune.
