i have a civic ef station wagon with real time 4wd and it has the multi point 1.6L in it well it will run fine then all the sudden it will just start surging up to 3000 rpms then when you turn it off it wont start again for about 10 to 15 minutes and i took out the relay and fixed it and it still does it any one know what the problem is thanks in advance for the help

vaccum leak? use soapy water to check that.

 

Soapy water won't blow bubbles with a "vacuum" leak...

 

I would try checking or replacing the fuel filter or checking the pressure on the fuel rail. It might also be the fuel pump is starting to go on the fritz.
