Default california smog issues

I have a 1989 crx that I just want to get rid of. It was impounded couple weeks back for expired tags on the street. While in impound san diego p.d inspected it and sent me a letter in the mail saying the car is now illegal and only smoggable at a referee station due to the d16zc motor it has. Well in order to sell it I need to be able to get the title which is pending on smog. How do I just get rid of the car? I don't even want anything for it I just want to legally dispose of the vehicle without any repricussions. any advice would be greatly appreciated thanks for taking the time to help out.

wow that sucks that cali so strict...you cant sell it how it is now? can you get it back and call emmisions place tell them the car is down? what happens if you leave it in impound? they just keep it right hope u get it all solved
