it usually means somethings broke.....
did you wreck, air bags deployed, removed the steering wheel (incorrectly), if its a newer car the seat belts have a sensor on how much tension is on the belt when locked....
You can try reseting it.
-Ignition off: Short MES connector
-Ignition on: SRS comes on and then goes out. within 4 seconds open connector (remove short)
-SRS light comes on. Within 4 seconds short connector.
-SRS light goes out. Within 4 seconds open connector (remove short).
-SRS light blinks twice and goes off indication sysytem has been reset.

The car was obviously wrecked when we got it cause the driverside core support is bent down about a quarter of a inch so the hood doesnt line up with the bumper, it has a different colored hood on it, and the passengerside fender is all banged up. but for my knownledge the bags didnt deploy.
no.. the cable reel behind the steering wheel has the horn and srs in the same harness. so if the srs ligjt was on and no horn i would have told you to start there. Also, if you pull the srs fuse your horn and cruise control wont work..
I would just try to reset the srs light for now and go from there

Try that first, but if you have no history on the car somebody could have wrecked it, blown the bags, and thrown in new airbags or you could have a bad SRS control unit.

the carmax report shows the bags didnt deploy i guess thats not saying anything casue the previous owner could have fixed it himself

top left.. so it will be bottom right on your fuse box
if you look at the far right about half way up you can barely see the fuse with the yellow over - ignore the yellow circle... i stole the pic from else where
