Default idle up and down

put a y8 intake mani on a y7. it runs down the road fine but when it's idling it revs up to 2000rpm and then down to 1000, back and forth, back and forth... although it's fun to see who thinks i am trying to race everytime i come to a stop light cuz they think i am reving my engine, i gets kind of annoying any other time, and if you can imagine my gas mileage isn't as good as usual. so what the crap is going on with this thing?
