So are you saying that those metal tabs are supposed to be showing?
As for silicone I went ahead and bought some Shinetsu grease from Honda and rubbed all the seals down with it really well. You can actually see it in the pictures as I had just finished.

Well, I greased these things down like crazy and let it soak in a good while. It rained pretty hard the other night and I went and sat in the car and felt all around the roof for leaks.
The Shinetsu grease seems to have solved this leaking problem for now. Also, I took the side sails off and siliconed a clip under there that seems to be a source of leaking and that should stop any trunk leakage I had. (I had heard water swishing around back there.)
Just thought I would post results for anybody who searches.

I thought it looked torn or something. I will have to check the junkyard for a 96 or 97 or just hit the dealership for some stripping.

Based on this exploded diagram that exposed metal part is simply part of the weatherstripping on the left & right sides. There isn't a seperate part you can order specifically for that area, and as far as I can remember (it's raining otherwise I'd check & be sure) that area is simply covered by rubber like everything else in that section.
FWIW you're also missing parts 17 & 18 in that diagram. If you come across a junkyard roof, be sure to steal those pieces too. They sit up at the very front of the roof panel, each piece snaps into those 2 empty holes.

Thanks for your help, I am looking for the top now from parts cars and at the junkyards to get the pieces I need.
On another note Shinetsu grease is AMAZING. I just went back out to look at the seals I lubed and they are like new. No cracking, completely solid and kind of swollen looking.
I guess that means they will fit tighter and stop leaks.
