HELP with AC fan speed and related wiring

HELP with AC fan speed and related wiring ***** its hot!
So here is the deal. My AC blows bloody cold but fan speeds 1-2 don't work. Only speeds 3-4 does. So I'm either freezing or sweating depending where I have it. I thought it was the switch that was broken but I replaced it and still experiencing the same problem.
Anyone have any suggestions? I replaced the whole HVAC and still the same problem. I'm thinking its the wiring harness that leads into the car now. Please help. I haven't been driving my Integra cause of this. She feels neglected.
