Well I'm going to buy some used wheels for cheap but the owner said there are some small rust spots on it. It's a pretty old wheel set but it's cheap. How can I take that off or clean it up.

Could I just sand it off and polish the wheels since it is in polish finish anyways.

 

Use a really fine (2000 or 3000) grit sandpaper and some Meguiar's aluminum polish to buff out the marks left the the sandpaper

Sand blast it away.
