Default need help with smog

i've been messin with my car for the last 2 weeks and can not get it to past smog. i have a b16a in my 89 civic hatch. the car is running really rich. i'm only running 1 o2 sensor as aposed to running two as i supposed to. the problem here is that i've been searching for a b16a headers that has the 2 o2 sensor bung but no luck . anywhere you guys recommend me to go? also, i think my pr3 ecu is chipped. would this effect the outcome of the hc levels rising in the smog readouts? plesae much help is appreciated. i can't post in the wanted because i rarely use the forum since last year. thnaks guys!

my b16 failed smog. around the corner from the smog shop, i pulled the vacuum hose on my adj. fpr and lowered it from 42 to 28 psi. when the hose was reconnected fuel pressure was 22 psi. i left with a certificate.

same setup as you at the time.

what happens when i have just a stock fuel pressure regulator? i can't really adjust them at all. any other way of clean this mess up? this is really ticking me off grr!! help is much appreciated guys the hc levels measures around 350ppm. or so and max meas that they can give me is about 130 ppm. anything over 130 is consider a gross poluter. co (carbon monioxide) is reading ultra high at 7.10 and max measr. that they allow is .5 up to .70 i think. also nox is all the way down there so not worried about that. just fuel is at fault here, my car is just running way to rich. help is much appreciated. thanks again!
